Downtown is the oldest part of Lakeland and the smallest of the nine planning sectors on the city’s map, under 1 square mile by our measure. It is the grid of streets laid out from the late 1870s around Munn Park and the railroad, plus Lake Mirror and the north end of the Lake Morton neighborhoods. The city’s historic district summary says most of the older downtown buildings have shops, offices or restaurants on the first floor and offices or homes upstairs.

Where it is
The city’s planning map draws downtown inside the ring of George Jenkins Boulevard and the U.S. 98 loop on the north and east, with Sikes Boulevard along the west side and Bartow Road (U.S. 98) on the southeast. Every address in it is inside city limits, so the city provides police, fire and trash service.
Two of the city’s seven historic districts are here, according to its historic district summaries:
- Munn Park Historic District (local designation 1980, National Register 1997): bordered by Bay Street on the north, Massachusetts Avenue and East Main Street around Lake Mirror on the east, Orange and Lemon streets on the south and Florida Avenue on the west. The city calls Munn Park its first park and “living room.” The Terrace Hotel, Polk Theatre, Lake Mirror Tower and City Hall are in the district.
- East Lake Morton Historic District, which reaches into the south end of downtown. The East Lake Morton Neighborhood Association is the one active registered association on the city’s neighborhoods map inside this sector.
Changes to buildings in a historic district go through the city’s design review.
ZIP codes: 33801 for most of downtown and 33815 on the west side, by the school district’s address records.
An extra tax line: parcels in the Lakeland Downtown Development Authority district pay 2 more mills than the rest of the city. The Polk County Property Appraiser’s 2025 millage table (PDF) puts the total at 20.0402 mills there, against 18.0402 for other city parcels in the transit district. Our property taxes guide explains the bill.

How we drew this area
